Ottawa, Canada: Trong hôm 16 tháng 4, thượng nghị sĩ Ngô Thanh Hải và đại diện cộng đồng người Việt tại Ottawa đã gặp thị trưởng thành phố Ottawa, ông Jim Watson, nhân ngày tưởng niệm lần thứ 39 ngày miền Nam Việt Nam rơi vào tay cộng sản. Thị trưởng Jim Watson đã cho thượng nghị sĩ Ngô Thanh Hải bản tuyên ngôn của thành phố Ottawa công nhận ngày 30 tháng Tư là Black Friday Day.
Thượng Nghị Sĩ Ngô Thanh Hải hôm Thứ Năm 17-4-2014 phổ biến Bản Tuyên Bố từ thành phố Ottawa công nhậnngày 30 tháng 4 là Ngày Quốc Hận. Đích thân Thị trưởng Jim Watson trao TNS Ngô Thanh Hải hôm 16-4 bản văn. TNS họ Ngô nói: “Bản Tuyên Bố không chỉ để tưởng nhớ nạn nhân Cuộc Chiến VN, nhưng cũng để vinh danh cộng đồng Canada gốc Việt ở Ottawa, và nhiều người sống sót và tỵ nạn từ cuộc chiến, đã có đóng góp tích cực và giá trị vào tính đa dạng văn hóa ở Ottawa.

For Immediate Release April 16, 2014 City of Ottawa recognizes April 30th 2014 as Black April Day OTTAWA – On April 16th 2014, the Honourable Senator Thanh Hai Ngo met with Ottawa City Mayor Jim Watson and a delegate from the Ottawa Vietnamese community to commemorate April 30th as the thirty-ninth year of the fall of Saigon. “This proclamation not only remembers the victims of the Vietnamese War, but also recoginizes the Vietnamese-Canadian community of Ottawa, and the many survivors and refugees of the war, who have made positives and valuable contribution to the cultural diversity in the city of Ottawa.” said Senator Ngo. In the early 1980s, the City of Ottawa spearheaded “Project 4000” and became the new home of approximately 4 thousand Vietnamese who arrived in Canada after navigating through deadly storms, pirate threats, diseases and starvation. Le 30 avril, la ville d’Ottawa soulignera le Jour de l’Avril noir Pour diffusion immédiate Le 16 avril 2014 Le 30 avril, la ville d’Ottawa soulignera le Jour de l’Avril noir OTTAWA – Le 16 avril 2014, l’honorable sénateur Thanh Hai Ngo a rencontré le maire d’Ottawa, Jim Watson, et un délégué de la communauté vietnamienne d’Ottawa en vue de la commémoration, le 30 avril prochain, de la trente-neuvième année de la chute de Saigon. « Cette proclamation non seulement honore la mémoire des victimes de la guerre du Vietnam, mais aussi salue la communauté vietnamienne‑canadienne d’Ottawa, ainsi que les nombreux survivants et réfugiés de la guerre qui ont fait des contributions positives et importantes à la diversité culturelle de la ville d’Ottawa », a déclaré le sénateur Ngo. Au début des années 1980, la Ville d’Ottawa entreprit « le Projet 4000 » et est devenue le nouveau lieu de résidence pour environ 4 mille Vietnamiens qui ont dû affronter en mer des tempêtes mortelles, des pirates, des maladies et la faim.
